The Banks County Board of Commissioners and the Banks County Planning Commission have been asked to approve the location of a flea market on prime real estate at Banks Crossing.
Barrow 141 on 316 LLC has petitioned the county for a conditional use permit to turn 89,000 square feet in the old Pottery building into a flea market.
The planning commission will hold a public hearing on the matter Tuesday, Jan. 5, at 7 p.m. in the board room at the Banks County Courthouse Annex at 150 Hudson Ridge. Whatever recommendation it makes will be considered by the Banks County Board of Commissioners Tuesday, Jan. 12, at 6:30 p.m. in the same room. Both meetings are open to the public.
According to Brenda Williams of the planning office, the proposal is to install 36 12.5-foot-by-30-foot booths, 138 10-foot-by-20-foot booths and 19 18-foot-by-20-foot booths. The proposal also calls for a food court and parking for 120 vehicles, Williams said.
At the same meeting, the planning commission will hear another application for a conditional use permit to allow a go-cart track on land owned by the National Hot Rod Association.
Keith Covington of the planning office said the track would be in one of the Atlanta International Dragway’s parking areas.
The commissioners will make the final decision on that request as well at their Jan. 12 meeting.

The owner of the property originally planned a mall-type development that would include some of the big-box stores people here have mentioned. The economy scuttled that for now, but the question is whether the Banks County government should let the property be used for something so much less desirable. What would Banks County gain from a flea market?
Most of what is bought and sold at a flea market results in zero sales tax, and the utilization of the Pottery building as a flea market will not positively impact its value on the tax rolls. However, it may well make it more difficult for the adjacent outlet center to rent its buildings, thus reducing its value on the tax rolls. I see a strong probability that a flea market will trigger a decline in the business character of that part of Banks Crossing. While it will still have the motels and restaurants, all of the reputable retail businesses will migrate to the Jackson County side. How long do you think Outback will stay if its next-door neighbor is another Pendergrass Flea Market? How many name-brand stores will locate at Commerce Factory Stores next to a flea market? If the flea market comes in, there goes the neighborhood.
My first choice would be to raze the buildings and replace with the big-box retail as mentioned above. Failing that, how about a nice antique mall? There are no real options in the area for those who wish to shop for antiques, and that would be attractive to travelers as well.
On a side note, it's rather curious that the Banks County News has commenting turned off for this article.
