Jackson County is laying the groundwork for three new forms of taxation.
During its work session Monday night, the commissioners discussed creating a tax on rental cars, a hotel/motel tax and forming a committee to work on legislation to create “community improvement districts” in which businesses or neighborhoods could vote to tax themselves for specific improvements.
All of those items will be on the board’s agenda Monday night at 6:00 when it meets in the jury assembly room at the courthouse.
County manager Darrell Hampton presented all three proposals. He pointed out that to date there are no car rental agencies nor hotels/motels in the unincorporated areas of the county to which the taxes would apply.
If implemented, a car rental agency would be assessed a three-percent tax. A hotel/motel tax would be from three to six percent, but at least half the money collected must be designated for the promotion of tourism.
As for the community improvement districts, Hampton proposes that the commissioners create a nine-member committee to assist with the development of local legislation. He reported that two individuals have expressed interest in serving.

Ask yourself this: Do you want two or three people who live in your general area to have the right to decide that they want to put in a nice little pavillion for them to sit under all day (paid for by YOUR taxes), and be LEGALLY ABLE to levy taxes on YOU and YOUR property to pay for it REGARDLESS OF HOW YOU FEEL ABOUT IT, and you will have NO MEANS TO REMOVE THEM BECAUSE THEY WILL BE APPOINTED BY THE BOC, NOT ELECTED!!!!

In the middle of the worst economic times in my lifetime, the BOC wants to allow "community improvement districts" to steal, I mean TAX, more of the money out of our pockets!!!
And you know what? They are absolutely going to do it, too. And do you know why? Because they can, and nobody is even going to try to stop them.
Nobody will do a thing about it, but when it is all in place, then everyone will be whining and crying about it...after it is much too late.
I guess I should have moved out of Jackson County years ago, but I never believed that the people of this county would be so stupid as to elect and support council members who want to take everything you have from you. I can see now how wrong I was.
As for the proposed new tax districts, these people would be voting to tax themselves to address needs peculiar to their district. If that's not democracy, what is?
By the way, it's not too late for you to move out of Jackson County. I think you can still rent a U-Haul truck without paying a local tax. Get going. Jackson County will be just a little bit smarter once you cross the county line.
So, just what are community improvement districts? They are self-funding methods of generating revenue for facilities and services.
That self-funding is the catchword. It means that there is no cost to local government, something beloved by community managers. Want something fixed in your neighborhood? Want to correct something a developer should have done? Want some commercial development in your neighborhood? How about landscaping, or water and sewer? Well, just tax yourself and do it!
There is a catch, of course. There always is. Community improvement districts have the power to issue bonds and impose property taxes. And sometimes, here’s the catch, they can act without democratic accountability.

Any Elected official that backs this or SPLOST should be recalled and removed.
It's easy to "fix" issues Mr.Jack by throwing money at them but a real leader(we have none in JacksonCounty) will attempt to find solutions. Has anyone seen Municipalities trying to combine services in order to save money?
Why not dissolve some of the code enforcement at the city level and give that back to the county?
Why are we going to build EMS stations with SPLOST when there are fire stations all around the county? Come on Jack the BOC isn't trying hard enough.
Then we have amazed.Let's impose fees on hotels and business and see how many locate here ? Don't worry it won't be an issue because Hampton will tax them right up the highway.
Jackson BOC and local officials have spent themselves fat and now when it's time to lose that weight THEY refuse. If some of you can't see that it's time to apply for impaired vision permits.
They go where there's a reason to go, and a 3-6 percent tax they'll pass on to the consumer is of little concern to them. Next time you travel, assuming you ever leave Jackson County, check your motel bill. Bet you're paying a similar tax. But don't let it keep you from leaving.
