The average Commerce residential electric customer will pay an additional $4.82 a month for electricity starting in January, thanks to federal environmental mandates.
The city council voted Monday night to pass on a rate hike of almost half a cent per kilowatt hour that is the result of coal-fired electrical plants being shut down to install new air pollution abatement equipment.

they can raise the rates but when they are finished with the equipment being put in place will the price be reduced or will the customer get the shaft again?
