Suspect threatens to claim officer attempted rape

She told police he stomped her foot, struck her in the face and began choking her. She grabbed his forearms trying to escape and when she threatened to call 911, he left on foot, stopping long enough to rip the spark plug wires from her car.

The officer said he noted bruises on the woman’s neck consistent with being choked.

The officer searched for Owensby and found him hiding behind a piece of plywood on the front porch of a nearby vacant house. At the time, the officer said, Owensby pointed to scratches on his arm and said that the “cuts” were caused by the victim.

“I determined they were consistent with (the victim’s) account of her grabbing his forearms in an attempt to get away from him,” the officer wrote.

Faced with a trip to the jail, Owensby asked the officer if the woman would be arrested as well. When told she would not be, the officer said Owensby became upset and verbally abusive.
“The only reason you are not locking her up is because she offered you a blow job,” Owensby said, according to the officer’s account.

The officer also said Owensby “was going to see the magistrate and have (the victim) locked up and have me locked up as well,” the officer reported. “He was going to call his mom and get me fired because she was ‘good friends’ with Judge Billy Chandler,” the officer added.

Then Owensby allegedly told the officer, “When we get to the jail, I’m going to tell them you tried to rape me.”

At that point, the officer said he advised Owensby that everything he said was being recorded on videotape.

The report said Owensby cursed, but the trip to the Jackson County Jail was accomplished without incident.

Otherwise, it appears that the winter storm that closed schools, businesses and government offices and brought traffic to a standstill also resulted in a drastic reduction in misbehavior, as the above incident resulted in the only arrest of the week.
