Theft of utilities leads to drug charges

According to the police reports, Vandiver noted that the city had terminated electric and water service for nonpayment on Jan. 21, but on Feb. 7 found they’d been reconnected.

Vandiver went to the site and made contact with Hix, informing him that he (Vandiver) had to enter the house to do a safety inspection because of the unauthorized reconnection. When Vandiver spotted drugs “in plain view,” he called the Criminal Investigation Division of the police department, which made the arrests.
